Environmental Land Management: Policy Discussion

It was reported in September 2020 that Council had submitted a response.  Defra has published an analysis of the responses which is available upon request.

Financial Assistance Statutory Instrument

This consultation in respect of the enforcement & monitoring, & data publication proposals for the new Financial Assistance Schemes was reported on in September 2020.  A final summary of the input received & decisions taken is available upon request. 

Public Space Protection Order (PSPO)

A West Devon Borough Council consultation relating to dogs in public spaces.  The current PSPOs were due to be renewed in October 2020, but this has been delayed due to the Coronavirus pandemic.

Changes to the measurement (metric) used to report on the condition of SSSIs in England

Natural England is seeking views on the proposed change to move from a unit or area based assessment to one which measures the condition of a notified feature across the whole of the SSSI.  The consultation document sets out the reasons behind this proposed change & the implications of the change on current baseline information.  The move to whole feature assessment & reporting will provide evidence on how our Protected Sites function within landscapes or ecological networks & bring England in line with the method used to monitor & report SSSI condition in the rest of the UK.

Improvements to Animal Welfare in Transport

Current rules aimed at protecting animal welfare in transport are derived from directly applicable EU law, Council Regulation (EC) No 1/2005.  The Regulation sets out the requirements that anyone transporting animals in connection with an economic activity must comply with.  There are growing concerns that the current requirements for the transport of animals do not reflect the latest scientific evidence on how best to protect animal welfare during transport.  Now that the UK has left the EU, the government can explore alternative options to better protect animal welfare during transport.

Inclusive Access to Protected Landscapes

The Nature & People Team at Defra were seeking views to help them better understand how they can support farmers & land managers in protected landscapes to encourage more people to access & enjoy our National Parks & AONBs.  This was followed up by a virtual workshop & a summary of the discussions & points raised will be issued in due course.

The Heather & Grass etc. Burning (England) Regulation 2021

These Regulations were laid before Parliament in February.  Defra launched a consultation seeking views on the Guidance that will accompany the new Regulations.  This Guidance has now been published & available at https://www.gov.uk/guidance/heather-and-grass-burning-apply-for-a-licence

Bovine Tuberculosis Proposals to help eradicate the disease in England

The consultation (part one) sets out proposed changes to aspects of bTB policy in keeping with the top priorities published as part of the Godfray Review ahead of the next phase of the bTB Strategy.  Calls for views followed (part two).
